Recently, the general office of the State Council issued the national occupational disease prevention and control plan (2009-2015) (GBF [2009] No. 43, hereinafter referred to as the plan). In order to effectively study, publicize and implement the plan, further promote the prevention and control of occupational diseases, and effectively protect the health and related rights and interests of workers, the relevant matters are hereby notified as follows:
1、 Fully understand the great significance of implementing the plan
The prevention and control of occupational diseases is related to the health and life safety of workers, as well as the overall situation of economic development and social stability. In recent years, health administrative departments at all levels have earnestly implemented the law on the prevention and control of occupational diseases, done a lot of work according to the division of responsibilities, and achieved remarkable results. However, the situation of occupational disease prevention and control in China is still grim. The incidence rate of pneumoconiosis, occupational poisoning and other occupational diseases remains high. Mass occupational disease incidents occur from time to time. The employer's responsibility for occupational disease prevention and control is not implemented. Some places do not pay enough attention to occupational disease prevention and control, and the foundation of occupational disease prevention and control is relatively weak. With the development of urbanization and industrialization in China, new occupational hazard risks and occupational diseases continue to appear, and the prevention and control work is facing new challenges. The promulgation of the plan fully reflects the high attention paid by the party and the government to the prevention and control of occupational diseases, the care for the health of the majority of workers, and the ruling concept of people-oriented, in-depth study and practice of the scientific outlook on development. The plan further defines the guiding ideology, basic principles, work objectives and main tasks. It is a programmatic document for the prevention and control of occupational diseases at present and in the future. The implementation of the plan is of great significance for further promoting the prevention and control of occupational diseases, protecting workers' health and promoting sound and rapid economic development.
2、 Formulate and implement the implementation plan of the plan in combination with the actual situation
Health administrative departments at all levels shall formulate the implementation plan of the plan in accordance with the spirit of the plan and the division of responsibilities of departments and in combination with local conditions. Timely report the prevention and control of occupational diseases to the local Party committee and government, and incorporate the contents of the plan into the regional economic and social development plan. The relevant indicators and main tasks in the plan should be included in the annual plan for occupational disease prevention and control, the objectives and tasks should be broken down, the division of labor, progress, responsible persons and guarantee conditions should be clarified, implemented at all levels and included in the government performance appraisal system. We should establish an analysis system for the situation of occupational disease prevention and control, and strengthen the evaluation and follow-up analysis of the implementation effect of the plan. Our department will timely organize the evaluation of the implementation of the plan in various regions.
3、 Improve the occupational disease prevention and control system to ensure that the plan is implemented in place
Health administrative departments at all levels should improve the occupational disease prevention and control system and lay a solid foundation for the implementation of the plan. First, we should speed up the construction of occupational health technical service network. Every province (District, city) should have provincial occupational disease prevention and control institutions, every prefecture and city should have institutions with the ability of occupational disease diagnosis, and every county (District) should have institutions with the ability of occupational health examination. Second, strengthen the construction of occupational health and radiation health supervision team. Health supervision institutions at or above the prefectural and municipal levels shall establish special occupational health and radiation health departments, and health supervision institutions at the county level shall have an appropriate proportion of supervisors to be responsible for the supervision of occupational health and radiation health. Third, we should constantly improve working conditions, equip necessary on-site rapid detection, law enforcement and evidence collection, communication and transportation equipment and tools, ensure their work funds, strengthen professional knowledge and skill training, and constantly improve the ability and level of occupational disease prevention and control supervision.
4、 Clarify responsibilities, strengthen coordination and cooperation, and form a joint force of supervision
According to the "three decisions" of the State Council, at present, the responsibility of occupational disease prevention and control of the health department is to be responsible for the supervision and management of occupational health technical service institutions and the evaluation of occupational disease hazards of construction projects; Supervise and manage the implementation of the employer's occupational health monitoring system; Standardize the diagnosis and identification of occupational diseases. Under the unified leadership of local Party committees and governments, health administrative departments at all levels shall carry out the implementation of the plan in accordance with the division of responsibilities of local government departments. We should actively and timely report work progress, difficulties and problems to local Party committees and governments, actively strengthen communication and coordination with relevant departments such as finance, labor, safety supervision and trade unions, actively explore the establishment of departmental work coordination mechanism, form a long-term mechanism for multi sectoral occupational disease prevention and control, and strive to promote the implementation of the plan.
5、 Extensive learning, training and publicity activities were carried out to create a good atmosphere for the implementation of the plan
Health administrative departments at all levels should conscientiously study, train and publicize the plan. Through organizing study and holding training courses, further clarify the objectives and main tasks of occupational disease prevention and control in the future, and enhance the sense of responsibility and mission of doing a good job in occupational disease prevention and control. We should conscientiously do a good job in the publicity of the plan, correctly guide the media publicity and reporting, constantly summarize and promote the experience and practices of all localities in implementing the plan, timely publicize the progress and results of occupational disease prevention and control, strive for the understanding and support of all sectors of society, and create a good atmosphere of public opinion for the implementation of the plan.
All provincial health administrative departments shall timely report the implementation of the plan and existing problems to our ministry.
